An illiterate depositor can withdraw money from his/her savings bank account through messenger if he/she is absolutely unable to attend post office as per the existing rules.
Rule 33 note 3 of po sb manual vol 1 is reproduced below.
An illiterate depositor or blind depositor or a depositor who is unable to write ,unless he operates his account through an agent under the po savings account rules 1981, should attend post office in person. if however he is absolutely unable to attend personally, he can send his application for withdrawal and the passbook through a messenger.the thumb impression or mark of the depositor on the application for withdrawal should be attested by a respectable witness. (who should note his own permanent address ) who is personally acquainted with him and known to the post office and and who should certify in the following terms : "The depositor is known to me and his thumb impression /mark has been affixed in my presence."
