Union wrote to SSP, Palakkad on APAR Threatening

Sir,

It is seen that in your letter No. BD/Sovereign Gold Bond dated 28/10/2016, you have categorically mentioned that if the sales is not as expected (in other words, that the product is not bought by the customers), the effect will be on the APARs of the officials.  This is contrary to the ruling of APAR. It is widely felt that this unfair order is a sheer misuse of the provision to threaten the staff. 

It is also totally unethical in the administrative/marketing strategic point of view. This will only result in increasing the desperation among the staff and in no way will boost their morale. The approach is totally negative in character. There are many other options available like providing infrastructural/manpower support and timely sanction of incentives for the business already procured by the officials of the Division .This will certainly incline the staff in putting more efforts.

Our division was in the forefront in procuring business in the past. We have to evaluate the reason for the erosion if any felt now. We are in no way against any business endeavour of the department. But we are of the stern opinion that nothing can be done without the whole hearted involvement and support of the workers. Threatening is not the desirable mode of operation. 

In view of the above, we condemn the spirit of the letter conveyed.   We would also like to convey that any move to victimize the officials in the name of business cannot be tolerated.
