National Joint Council of Action delcared indefinite strike from March 2016

The National Joint Council of Action, consisting of All Central Government Employee's Federations (Railways, Defense and Confederation),decided to organize indefinite strike from March 2016 in connection with report of 7th CPC. Main demands are:

1) Re compute the Minimum wages

2) Enhance the Rate of increment

3) Treat GDS as Civil Servant and grant them all pay, allowances, and benefits granted to regular employees on Pro - rata basis.

4) Scrap National Pension System

5) Fill up all vacant posts in central government. 

6) MACP to be treated as financial up-gradation, without any grading stipulation; to be provided on the basis of the promotional cadre hierarchy of the concerned department; increase the number of MACP to five on completion of 8, 15,21,26 and 30th years of service. Reject the Efficiency Bar stipulation made by 7th CPC. Personnel promoted on the basis of Examination should be treated as fresh entrants to the cadre. 

7) Wage of Central Government Employees be revised in every 5 years

8) Retain the abolished advances and allowances.

EMAIL From NFPE, Palakkad to NFPE CHQ



An email from our NFPE, Palakkad to CHQ to declare the Saturday as holiday is refurnished below


Presently, almost all central govt departments are having five day week  with 7 hours  work per day, except in postal department where it is still six days a week and eight hours  a day. The logic behind putting postal employees into this kind of arduous working hours might be based on the nature of indispensability of a proper communication system and affordable small savings financial services . In the present day market enthused options and choices  , it is worth reviewing the working hours prevalent in postal operative offices.

1.     With  the heavy work and new projects implementations, the employees in postal operative offices  are forced to sit late at offices beyond already lengthy stipulated office hours., This  in effect , reduces the time to be spent with their dear and near thereby  affecting  their  smooth family environment.
2.    Each employee has to find time for many family and social obligations such as paying utility bills, availing govt services as a citizen ,social functions etc. The lengthy daily schedule makes a postal employee either insincere towards his work by finding time for the aforesaid compulsions out of duty hours, or apathetic to the general aspects of duty bound citizenry. It is quite doubtful whether even the successive pay commissions have studied this aspect  with due consideration and in the right perspective.
3.    Setting an optimum working hours  in a department is essential  for the targeted  productivity and profitability.
4.    Unfortunately the reduced working hours for the postal department has never suggested by our administrative offices sometimes for the reason that  already the officials there enjoy five day week .
5.    Recently  the government has declared the 2nd and 4th Saturdays of every month as public holiday for banks in India accepting the long pending demand from the workers.

In view of the above aspects, we would like to put forward the demand of declaring 2nd and 4th Saturdays as closed holidays for all  postal operative offices. Moreover, Considering the  lengthy eight hours  daily work, the no. of casual leaves to be enhanced from the present,  trivial eight in numbers to twelve,  restoring the status quo ante before 5th pay commission implementation.

NFPTE - NFPE formation day 24TH November

LET US REMEMBER AND SALUTE MARTYRS OF OUR GREAT MOVEMENT ! . 
LET US TAKE PLEDGE ON THIS HISTORIC OCCASSION 
TO PLAY OUR DUE ROLE TO COMPLETE THE TASK UNFINISHED !

It was 61 years back on 24th November 1954 that the united organisation of National Federation of Posts and Telegraphs Employees (NFPTE) was born. All the existing unions/associations in the Posts and Telegraphs including Union of P and T Workers (UPTW) merged for bringing the new organisation. It was as per an agreement with the Government that this unification was brought. The then Communications Minster, Shri Jagjivan Ram, also took a pivotal role in this realignment scheme.

NFPTE was one of the foremost unions not only in Central Services, but in the entire government employees for having taken a correct trade union line, thus building a mighty organisation. Under the able leadership of Comrade Bhupendra Nath Ghosh (B.N.Ghosh), the first Secretary General, NFPTE became the leading light of Posts and Telegraph Employees.

NFPTE took initiative in the formation of the Confederation of Central Government Employees and Workers, which was formed in 1956. Along with the AIRF and AIDEF, the Confederation led the historic five days strike in July 1960, despite promulgation of Essential Service Maintenance Ordinance and the then Prime Minister Jawaharlal Nehru terming the strike as a Civil Rebellion. The strike was smashed by the brutal force of the police, judiciary and the administration, but that strike still stands as one of the greatest struggle, Independence India has ever seen.

It was not much different in the One Day Token Strike on 19th September 1968 on the demands of Need Based Minimum Wage etc. P and T employees were in the forefront under the leadership of NFPTE and naturally the maximum victimisation fell on them. The victimisation including suspension, jail term, termination etc. continued for a long time. Many leaders were under suspension for about three years and on reinstatement they were transferred out of  their Divisions. Such was the case of many leaders and even ordinary workers.

NFPTE took the lead in organising many struggles for settlement of the demands of the workers. Coms. B.N.Ghosh, O.P.Gupta, K.G.Bose, N.J.Iyer, K.Adinarayana and many other leaders led the movement.

NFPTE was bifurcated in to NFPE and NFTE after the Department of Posts and Telegraphs was bifurcated in to Department of Posts and Department of Telecommunications, in 1985.

37.          GRAMIN DAK SEVAKS (GDS) OF THE POSTAL DEPARTMENT DEMAND FOR CIVIL SERVANTS STATUS REJECTED
Recommendation: - The committee carefully considered the demand for treating the Gramin Dak Sevaks as civil servants at par with other regular employees for all purposes, and noted the following:
(a)       GDS are Extra-Departmental Agents recruited by Department of Posts to serve in rural areas.
(b)       As per the Recruitment Rules the minimum educational qualification for recruitment to this post is class X.
(c)        GDS are required to be on duty only for 4 to 5 hours a day under the terms and conditions of their service.
(d)       The GDS are remunerated with Time Related continuity Allowance (TRCA) on the pattern of pay scales for regular Government employees plus DA on pro-rata basis.
(e)       A GDS must have other means of income independent of his remuneration as a GDS to sustain himself and his family.

Government of India has so far held that GDS is outside the Civil Service of the Union and shall not claim to be at par with the Central Government Employees. The Supreme Court Judgment also states that GDS are only holder of Civil posts but not civilian employees. The Commission endorses this view and therefore has no recommendation with regard to GDS.
