OFFICE MEMORANDUM
The undersigned is directed to refer to Department of Expenditure O.M. No.19024/1/2009-E.IV dated 13.7.2009 and this Department's O.M.No.31011/2/2006-Estt.(A) dated 27.7.2009 regarding journeys by air while availing Leave Travel Concession (LTC), stipulating that in all cases of air travel (including LTC) both domestic and international where the Government of India bears the cost of air passage , the official concerned may travel by Air India only.
2. It is clarified that restriction of travel by Air India only need not apply to non-entitled officers who travel by Air and claim LTC reimbursement by entitled class of rail .
3. The above orders will; be applicable with effect from the date of issue of this Office Memorandum .Past cases settled will net be re-opened.
4. This issues in consultation with Ministry of Finance (Department of Expenditure) vide their I.D.No. 19024/1/2009-E.IV dated 9.3.2010.

AIC PUNE
SUSTAINED STRUGGLE ALONE WILL SAVE US!!
The historic AIC at Alandi,Pune from 09th jan 2011 - 11th jan 2011 discussed all issues pertaining to the postal employees.The impact of modernisation,career avenues and the importance of persistant struggle against the onslaughts of liberalisation ,privatisation and globalisation by the working class were the main arenas of discussion. The general
secrertary intiated the discussion after presenting the report. Hundereds of delegates particpated in the deliberations seeking new ways for the betterment of us in the years to come. MACP, Postmasters cadre, cadre reorganisation- all issues were throughly discussed in detail.
Com .Sitaram Yechury ,MP inaugurated the 28th AIC.
Shri .Gurudas Kamat ,minister of state for communications was the guest of honour.
Com. Yechuri`s inaugural speech was splendid indeed.
Excerpts from his speech:
India post is a vibrant entity.The public need is most important.Modernisation is good. But it should not be at the expense of the people. It should not displace employees. It should not privatise property.It should not nationalise losses.It should not lead the present PPP to absolute privatisation.
Why India was not destroyed by the global recession? -It was because of the struggle carried out by the left against the Banking reforms,increasing FDI ininsurance sector,privatisation of pension funds and full convertbility of Indian Ruppee."The communist devils" thus prevented the country from an impending devastation.
Western countries gave trillians to companies who were responsible for the crisis to bail out the corporates.The countries then attacked the working class .There were elevengeneral strikes in Greece .Three crore people came to the streets protesting.The bankrupt countries like Ireland ,Iceland ,Greece ,Spain,Portugal attacked the working class.At the same time,subsidy to the tune of two lakh crore is given to the rich.
As per Sengupta report,77% of Indians survive from wages lessthan RS.20 per day.
Is our India a shining India or a suffering India?
Gambhir is sold for 11.34 crores.
Two Indias are there: one IPL India and the other BPL India
The Govt. is imposing physical discipline.It reduces expenditure.It reduces budgetary allocation of Postal dept.It insists on outsourcing.The amount of corruptions is equal or more for building infrastructure and generate employment. Aaam aadmi should be like that.
For primary education we require 30 lakh crore.For food security we need 85000 crores. 1.76 lakh crores was the spectrum scam. The amount was enough for two years food security. Proper tax collection is not done. Keeping in mind all these facts, you, the postal employees of the country should join the main streamof indian working class.

Sub: Server related problems at Palakkad
This is regarding the poor server management procedure being in force under our region in general and division in particular. At present the following different brands of servers are used in offices :
1. Wipro
2. H C L
3. H P
The above servers are very old, and not capable of meeting the present requirements . The initial warranty of these servers have already been expired and now these are running on AMC. The AMC of Wipro server systems is now entrusted to M/s Nortec Calicut, recently. HCL/HP servers systems which have hitherto been serviced by M/S HCL Calicut is reported to be out of AMC since 30.10.2010 when contacted over Phone. It is observed that the services and promptness in attending calls by the AMC Firms are very poor and following instances are quoted below for your immediate intervention.
1. Alathur MBR : On 10.05.2010,Wipro Server Motherboard call was logged and Warranty firms (M/S Wipro ) took 8 days to rectify the problem on 18.05.2010. During these days the project arrow DET could not be transmitted inviting adverse comments of the Directorate on V.C
2. Olavakode HPO: Wipro Server went faulty on 28.09.2010 and the call was logged on the same day with M/S Nortec Calicut . The raid controller card inside CPU was reported to be faulty and no compatible device is reportedly available in the local market to replace the defective one. Many a times the firm sent service executive to Olavakkot HPO and still the problem remains unsettled even after two months, despite initiatives from our side.
3. Palakkad HPO: The HP Server is faulty and the case was reported to M/S HCL on 23.11.2010. Now it is reported that the server is out of AMC when contacted the firm over phone.
4. It took about 15 days to rectify the HCL server at Nemmara MDG by the AMC firm and the up keep process of HCL Server of Tattamangalam was also delayed.
Comrade, a high-end server with latest configuration need to be supplied at least in the three HOs of this division. A standard is to be observed while giving AMC for server systems .At least the server systems are to be excluded from the process of going through competitive quotations and the concerned server makers are only to be given AMC invariably. If we go for AMC considering the lowest rates, it is observed that the firms are not capable of undertaking Services to the complex internal dynamics existing inside the Servers. From our past experiences, it is also learnt that the Server spares if requires replacement may not be available with other firms, and they are lack in knowledge of complex architecture of Servers. As this process is initiated at RO, follow up process of all server cases should also be expedited from there itself.
Your immediate intervention to the problems raised as above is highly solicited.

INDUCTION TRAINING
Training of PA Candidates: Proposed Schedule ---
Five Training batches will be held at PTC Mysore with 80 PA candidates and 20 SA candidates. Remaining candidates will be given local Training at Trivandrum in three or four batches. First batch at PTC, Mysore from 24th January 2011. Training of last batch in PTC Mysore up to November 2011. Dates of Trivandrum batches will be finalised soon. This may start in January or February-2011.
